Details

Cisco Unified Communications Manager is the call processing component of the Cisco IP Telephony solution that extends enterprise telephony features and functions to packet telephony network devices, such as IP phones, media processing devices, VoIP gateways, and multimedia applications. Each vulnerability is triggered by a malformed SIP message that could cause a critical process to fail, resulting in the disruption of voice services. All SIP ports (TCP 5060 and 5061, UDP 5060 and 5061) are affected by these vulnerabilities. To mitigate against this vulnerability, administrators are advised to restrict access to TCP and UDP port 5060 on vulnerable Cisco Unified Communications Manager 4.x systems that are configured to use SIP trunks with screening devices to valid SIP trunk end points.

The second SIP DoS vulnerability is documented in Cisco Bug ID CSCsz40392 and has been assigned the CVE identifier CVE-2009-2051. By establishing many TCP connections with a vulnerable system, an attacker could overwhelm the operating system table that is used to track network connections and prevent new connections from being established to system services. Any service that listens to a TCP port on a vulnerable system could be affected by this vulnerability, including SIP and SCCP. By flooding a vulnerable system with many TCP packets, an attacker could exhaust operating system file descriptors that cause the SIP port (TCP 5060 and 5061) and SCCP port (TCP 2000 and 2443) to close. This action could prevent new connections from being established to the SIP and SCCP services. SIP UDP (5060 and 5061) ports are not affected.

Vulnerability Scoring Details

Cisco has provided scores for the vulnerabilities in this advisory based on the Common Vulnerability Scoring System (CVSS). The CVSS scoring in this Security Advisory is done in accordance with CVSS version 2.0.

CVSS is a standards-based scoring method that conveys vulnerability severity and helps determine urgency and priority of response.

Cisco has provided a base and temporal score. Customers can then compute environmental scores to assist in determining the impact of the vulnerability in individual networks.

Cisco has provided an FAQ to answer additional questions regarding CVSS at:

http://www.cisco.com/web/about/security/intelligence/cvss-qandas.html

Cisco has also provided a CVSS calculator to help compute the environmental impact for individual networks at:

Software Versions and Fixes

When considering software upgrades, also consult http://www.cisco.com/go/psirt and any subsequent advisories to determine exposure and a complete upgrade solution.

In all cases, customers should exercise caution to be certain the devices to be upgraded contain sufficient memory and that current hardware and software configurations will continue to be supported properly by the new release. If the information is not clear, contact the Cisco Technical Assistance Center (TAC) or your contracted maintenance provider for assistance. Administrators can mitigate the SCCP- and SIP-related vulnerabilities by implementing filtering on screening devices to permit access to TCP ports 2000 and 2443, and TCP and UDP ports 5060 and 5061 only from networks that need SCCP and SIP access to Cisco Unified Communications Manager servers.

Additional mitigation techniques that can be deployed on Cisco devices within the network are available in the Cisco Applied Mitigation Bulletin companion document for this advisory:

The problem is Bug IDs CSCsx32236 It is a problem.A large amount by a third party TCP Service disruption via packets (DoS) There is a possibility of being put into a state. \nAn attacker can exploit these issues to cause denial-of-service conditions in the affected application. \nThese issues are documented by these Cisco bug IDs:\nCSCsi46466\nCSCsz40392\nCSCsq22534\nCSCsx32236\nCSCsx23689. ----------------------------------------------------------------------\n\nDo you have VARM strategy implemented?\n\n(Vulnerability Assessment Remediation Management) \n\nIf not, then implement it through the most reliable vulnerability\nintelligence source on the market. \n\nImplement it through Secunia. \n\nSOLUTION:\nUpdate to version 5.1(3g) (reportedly available in early September\n2009). \n\nPROVIDED AND/OR DISCOVERED BY:\nReported by the vendor. \n\nSubscribe:\nhttp://secunia.com/advisories/secunia_security_advisories/\n\nDefinitions: (Criticality, Where etc.)\nhttp://secunia.com/advisories/about_secunia_advisories/\n\n\nPlease Note:\nSecunia recommends that you verify all advisories you receive by\nclicking the link. \nSecunia NEVER sends attached files with advisories. \nSecunia does not advise people to install third party patches, only\nuse those supplied by the vendor. \n\n----------------------------------------------------------------------\n\nUnsubscribe: Secunia Security Advisories\nhttp://secunia.com/sec_adv_unsubscribe/?email=packet%40packetstormsecurity.org\n\n----------------------------------------------------------------------\n\n\n. The Session Initiation\nProtocol (SIP) and Skinny Client Control Protocol (SCCP) services are\naffected by these vulnerabilities. \nThere are no workarounds for these vulnerabilities. No other Cisco products are currently known to be\naffected by these vulnerabilities. \n\nDetails\n=======\n\nCisco Unified Communications Manager is the call processing component\nof the Cisco IP Telephony solution that extends enterprise telephony\nfeatures and functions to packet telephony network devices, such as\nIP phones, media processing devices, VoIP gateways, and multimedia\napplications. Each vulnerability is\ntriggered by a malformed SIP message that could cause a critical\nprocess to fail, resulting in the disruption of voice services. All\nSIP ports (TCP 5060 and 5061, UDP 5060 and 5061) are affected by\nthese vulnerabilities. To mitigate against\nthis vulnerability, administrators are advised to restrict access to\nTCP and UDP port 5060 on vulnerable Cisco Unified Communications\nManager 4.x systems that are configured to use SIP trunks with\nscreening devices to valid SIP trunk end points. \n\nThe second SIP DoS vulnerability is documented in Cisco Bug ID\nCSCsz40392 and has been assigned the CVE identifier CVE-2009-2051. By establishing many TCP connections with\na vulnerable system, an attacker could overwhelm the operating system\ntable that is used to track network connections and prevent new\nconnections from being established to system services. Any service\nthat listens to a TCP port on a vulnerable system could be affected\nby this vulnerability, including SIP and SCCP. By flooding a\nvulnerable system with many TCP packets, an attacker could exhaust\noperating system file descriptors that cause the SIP port (TCP 5060\nand 5061) and SCCP port (TCP 2000 and 2443) to close. This action\ncould prevent new connections from being established to the SIP and\nSCCP services. SIP UDP (5060 and 5061) ports are not affected. \n\nVulnerability Scoring Details\n=============================\n\nCisco has provided scores for the vulnerabilities in this advisory\nbased on the Common Vulnerability Scoring System (CVSS). The CVSS\nscoring in this Security Advisory is done in accordance with CVSS\nversion 2.0. \n\nCVSS is a standards-based scoring method that conveys vulnerability\nseverity and helps determine urgency and priority of response. \n\nCisco has provided a base and temporal score. Customers can then\ncompute environmental scores to assist in determining the impact of\nthe vulnerability in individual networks. \n\nCisco has provided an FAQ to answer additional questions regarding\nCVSS at:\n\nhttp://www.cisco.com/web/about/security/intelligence/cvss-qandas.html\n\nCisco has also provided a CVSS calculator to help compute the\nenvironmental impact for individual networks at:\n\nhttp://intellishield.cisco.com/security/alertmanager/cvss\n\nCSCsi46466 - CM 6.1 SDL router services dead when receiving abnormal\n\nCVSS Base Score - 7.8\n\nAccess Vector - Network\nAccess Complexity - Low\nAuthentication - None\nConfidentiality Impact - None\nIntegrity Impact - None\nAvailability Impact - Complete\n\nCVSS Temporal Score - 6.4\n\nExploitability - Functional\nRemediation Level - Official-Fix\nReport Confidence - Confirmed\n\nCSCsz40392 - CCM: Coredump in sipSafeStrlen from malicious INVITE\n\nAccess Vector - Network\nAccess Complexity - Low\nAuthentication - None\nConfidentiality Impact - None\nIntegrity Impact - None\nAvailability Impact - Complete\n\nCVSS Temporal Score - 6.4\n\nExploitability - Functional\nRemediation Level - Official-Fix\nReport Confidence - Confirmed\n\nCSCsq22534 - IP_Conntrack Fills Up During TCP Flood Attack\n\nAccess Vector - Network\nAccess Complexity - Low\nAuthentication - None\nConfidentiality Impact - None\nIntegrity Impact - None\nAvailability Impact - Complete\n\nCVSS Temporal Score - 6.4\n\nExploitability - Functional\nRemediation Level - Official-Fix\nReport Confidence - Confirmed\n\nCSCsx32236 - SCCP Port Closed in Response to FD Resource Exhaustion\n\nAccess Vector - Network\nAccess Complexity - Low\nAuthentication - None\nConfidentiality Impact - None\nIntegrity Impact - None\nAvailability Impact - Complete\n\nCVSS Temporal Score - 6.4\n\nExploitability - Functional\nRemediation Level - Official-Fix\nReport Confidence - Confirmed\n\nCSCsx23689 - SIP Port Closed in Response to FD Resource Exhaustion\n\nAccess Vector - Network\nAccess Complexity - Low\nAuthentication - None\nConfidentiality Impact - None\nIntegrity Impact - None\nAvailability Impact - Complete\n\nCVSS Temporal Score - 6.4\n\nExploitability - Functional\nRemediation Level - Official-Fix\nReport Confidence - Confirmed\n\nImpact\n======\n\nSuccessful exploitation of the vulnerabilities described in this\nadvisory could result in the interruption of voice services. \n\nSoftware Versions and Fixes\n===========================\n\nWhen considering software upgrades, also consult\nhttp://www.cisco.com/go/psirt and any subsequent advisories to\ndetermine exposure and a complete upgrade solution. \n\nIn all cases, customers should exercise caution to be certain the\ndevices to be upgraded contain sufficient memory and that current\nhardware and software configurations will continue to be supported\nproperly by the new release. If the information is not clear, contact\nthe Cisco Technical Assistance Center (TAC) or your contracted\nmaintenance provider for assistance. \nAdministrators can mitigate the SCCP- and SIP-related vulnerabilities\nby implementing filtering on screening devices to permit access to\nTCP ports 2000 and 2443, and TCP and UDP ports 5060 and 5061 only\nfrom networks that need SCCP and SIP access to Cisco Unified\nCommunications Manager servers. \n\nAdditional mitigation techniques that can be deployed on Cisco\ndevices within the network are available in the Cisco Applied\nMitigation Bulletin companion document for this advisory:\n\nhttp://www.cisco.com/warp/public/707/cisco-amb-20090826-cucm.shtml\n\nObtaining Fixed Software\n========================\n\nCisco has released free software updates for select Cisco Unified\nCommunications Manager versions that address these vulnerabilities. \nPrior to deploying software, customers should consult their\nmaintenance provider or check the software for feature set\ncompatibility and known issues specific to their environment. \n\nCustomers may only install and expect support for the feature sets\nthey have purchased. By installing, downloading, accessing or\notherwise using such software upgrades, customers agree to be bound\nby the terms of Cisco\u0027s software license terms found at:\n\nhttp://www.cisco.com/en/US/docs/general/warranty/English/EU1KEN_.html\n\nor as otherwise set forth at Cisco.com Downloads at:\n\nhttp://www.cisco.com/public/sw-center/sw-usingswc.shtml\n\nDo not contact psirt@cisco.com or security-alert@cisco.com for\nsoftware upgrades. \nCustomers who are concerned about the availability of fixed software\nfor this vulnerability in these releases should contact the following\nemail address:\n\ncucm-august26-inquiry@cisco.com\n\nCustomers with Service Contracts\n+-------------------------------\n\nCustomers with contracts should obtain upgraded software through\ntheir regular update channels.
