Recommended Practices
CISA recommends users take defensive measures to minimize the risk of exploitation of these vulnerabilities. CISA reminds organizations to perform proper impact analysis and risk assessment prior to deploying defensive measures.
Recommended Practices
CISA also provides a section for control systems security recommended practices on the ICS webpage on cisa.gov/ics. Several CISA products detailing cyber defense best practices are available for reading and download, including Improving Industrial Control Systems Cybersecurity with Defense-in-Depth Strategies.
Recommended Practices
CISA encourages organizations to implement recommended cybersecurity strategies for proactive defense of ICS assets.
Recommended Practices
Additional mitigation guidance and recommended practices are publicly available on the ICS webpage at cisa.gov/ics in the technical information paper, ICS-TIP-12-146-01B--Targeted Cyber Intrusion Detection and Mitigation Strategies.
Recommended Practices
Organizations observing suspected malicious activity should follow established internal procedures and report findings to CISA for tracking and correlation against other incidents.
Recommended Practices
No known public exploits specifically target these vulnerabilities. These vulnerabilities are exploitable remotely. These vulnerabilities have low attack complexity.

The vulnerability can only be exploited if the HCI 60870-5-104 is configured with IEC 62351-5 support and the CMU contains the license feature \u0027Advanced security\u0027 which must be ordered separately. If these preconditions are fulfilled, an attacker could exploit the vulnerability by sending a specially crafted message to the RTU500, causing the targeted RTU500 CMU to reboot. The vulnerability is caused by a missing input data validation, which eventually, if exploited, could cause an internal buffer to overflow in the HCI IEC 60870-5-104 function.",
